本片讲述了三位主人公为保卫曾经工作过的芝加哥社区，致力于阻止暴力事件的感人故事。电影的主角“暴力阻断者”们都为一个叫做“停火”（CeaseFire）的创新性机构服务。该组织由流行病学家Gary Slutkin创立，他认为暴力的传播就像疾病传播一样，所以治疗方法就应该追踪受传染最深的，找到源头并将之消灭。由于阻断者本身的经历，他们在社区有非常高的可信度，他们的任务就是介入冲突之中，在事情演变成大规模暴力事件之前将其终止。但是在阻止暴力的过程中，阻断者们也有着道德上的困惑和纠结。他们介入的敌对双方都是熟悉的朋友，他们能够体会人们的痛苦，但却必须阻止他们因为痛苦而发起的反抗。

通过对前德州监狱死刑执行官Carroll Pickett(1982~1995)的采访，对美国德州的死刑判决提出了挑战。Carroll曾在教会作牧师，当德州监狱开始执行死刑处决时，他被作为前神职人员代表死刑犯，给犯人以最后的安慰。而当他回到家中，他会对所执行处决，都作了语音录音，描述了执行当时的经过，在95次处决中，其中一例是误判案件中，Carlos DeLuna被误判为杀人凶手，一旦死刑被执行后，犯人将再也无法翻案，洗脱罪名。
退休后，Carroll公开了这些录音，描述死囚犯的最后时刻，不人道的死刑处决，并开始公开表明反对德州的死刑。死刑执行狱警Fred Allen原本支持死刑，但在目睹120次死刑后，当Fred不得不处决女囚犯Karla Faye后，再也无法承受，最终选择了辞职。
