An anonymous letter is delivered to the Tokyo Metropolitan Police Department. The letter states that a criminal of a murder case will appear at the countdown party Masquerade Night that will be held at Hotel Cortesia Tokyo. Detective Kosuke Nitta must go undercover and work again at the Hotel Cortesia Tokyo. There, he meets Naomi Yamagishi, who works as a concierge. Without any information about the criminal, except that the person will be in attendance, Detective Kosuke Nitta works feverishly to find the criminal among the 500 attendees.

Physicist Manabu Yukawa returns to Japan from America. Detective Kaoru Utsumi visits him and talks about a case. The case is about a popular girl in a town who disappeared and, several years later, her body was found. A suspect was arrested for her murder. That suspect was previously arrested for another girl's murder, but he was released due to a lack of evidence. Detective Shunpei Kusanagi investigated the prior murder case. The same suspect was then released due to a lack of evidence for the most recent murder case. The released man returned to his town, where everybody hated him. On the day of the autumn festival parade, the man was killed. Physicist Manabu Yukawa, Detective Kaoru Utsumi and Detective Shunpei Kusanagi work together on his case.

A group of terrorists has taken hold of the largest dam in Japan. They also capture the workers as hostages, and demanded $5 billion yen from the government with a 24 hour deadline in exchange for the lives of the hostages. To make things more complicated, there was a snowstorm and no one can get in or out near the area. While a menacing typhoon approaches, an accident at the giant natural gas plant Regalia occurs. During their rescue efforts an explosion occurs that traps Daisuke, Natsu Nishizawa Kazue Fukiishi and worker Hisayoneo Kizima (Gaku Hamada). Daisuke then looks for a way out for his party with a man he just meets Takuya Hotori. Because of the typhoon, even a helicopter cannot approach the Regalia. Meanwhile, at the head office of the Japan Coast Guard, the Japanese coast guard tries to find a way to rescue the trapped people, but the government officials put national interests first. Tension arises between these two parties. Daisuke's wife Tamakisai Senzaki (Ai Kato) prays for the safe return of Daisuke not only for her sake, but for their new born son.

Meanwhile, a series of grotesque murders occurs in downtown Tokyo involving nails placed in the body of the victims. The fingerprint of Natsumi's ex-husband, freelancer journalist Kazuo Sato, is found on the the body of a victim and Kazuo is placed on the most wanted list. Soon after, Kazuo finds Natsumi and hands her a USB memory stick. The device contains information on a secret organization within the police department. Kazuo tells Natsumi that the series of murders are warnings and suspects become the next victims. Natsumi is then arrested as a suspect. Tokyo prosecutor Katsuaki Murakami appears at the Nishimonbetsu Police Station to investigate.
