This had some good action scenes but the way the plot jumped all around was impossible for me to follow. Also I was not a fan of the Titanosaurus creature concept at all. The cyborg girl character was pretty compelling though, and the scenes showing the nameless city being devastating were up to par, so I wouldn't say this was outright bad. Just frustrating.
