小佐内さんは、新聞部一年の瓜野くんとつきあいはじめる。瓜野くんは在学した証しを残し、小佐内さんにいいところを見せるため、市内で起きた放火事件を学内新聞で取り上げようと奮闘する。
一方、小鳩くんはクラスメイトの仲丸さんとつきあいはじめる。平穏な日々を過ごすなか、河川敷で放火現場に遭遇し……。小鳩くんと小佐内さんの小市民としての再出発は、はたしてどうなるのだろうか。
