Detectives Marcus Burnett and Mike Lowrey of the Miami Narcotics Task Force are tasked with stopping the flow of the drug Ecstasy into Miami. They track the drugs to the whacked-out Cuban drug lord Johnny Tapia, who is also involved in a bloody war with Russian and Haitian mobsters. To achieve his goal, he recruits musclemen Paul and Adrian as accomplices. After several failed attempts, they abduct rich businessman Victor Kershaw and convince him to sign over all his assets to them. But when Kershaw makes it out alive, authorities are reluctant to believe his story.
