諸国漫遊の道すがら、江戸へとやってくる黄門様御一行。江戸城下で見かけた不審な駕籠が気になり、後を追う。その駕籠に乗った人物とは、高田藩家老・小栗美作であった。実は、小栗は実子を藩主と養子縁組させ、お家を乗っ取ろうと策謀していたのである。これを知った黄門様一行は黙って見逃す訳にはいかず、このお家騒動を鎮めるために動き出すのだが、さらに事件は大きくなり、幕府転覆の大陰謀へと発展していく。果たして、黄門様一行は、この事件を無事解決することが出来るのか？
