第一幕
美國佐治亞州，1913年，人們對內戰依然念念不忘("The Old Red Hills of Home")，每年此時他們都舉行大遊行象徵他們對自己的驕傲。("The Dream of Atlanta")工廠管工里奧拒絕了妻子露絲出去旅行的建議，對要在格格不入的地方工作感到喪氣。("How Can I Call This Home")另一邊廂，十三歲童工瑪麗拒絕了好友法蘭基邀請("The Picture Show")，正當露絲抱怨現實與夢想的鴻溝之時，瑪麗進入了工廠跟里奧討薪水。("Leo at Work/ What Am I Waiting For?")場景一下子跳到了工廠看更李爾被盤問的情況("Interrogation: "I am Trying to Remember..."")，因為瑪麗被人先姦後殺，而里奧卻被拘捕了。在報社不大順利的記者伯列特遇上了這新聞自然不放過，("Big News")在喪禮上他找到了法蘭基並試圖找出更多資料。("Funeral: There is a Fountain/ It Don't Make Sense")
地區首長約翰與律師曉爾為了童工問題而想讓里奧被定罪，而宗教領袖偏激的屈臣亦因里奧是猶太人的原因想讓其死得慘烈("Watson's Lullaby")。在傳媒加鹽加醋下，此事越鬧越大了。("Real Big News")露絲憤怒的擺脫傳媒，宣稱不相信丈夫會做出如此的事。("You Don't Know This Man")審訊展開，("The Trial: People of Atlanta")曉爾先行發言，("Twenty Miles from Marietta")並讓証人們上來("Something Ain't Right")，法蘭基("Frankie's Statement")、工廠女工、李爾("The Factory Girls/ Come Up to My Office")、瑪麗之母("My Child Will Forgive Me")先後作證，罪証似乎全部直指里奧。工人占姆更指里奧指示他埋屍，("That's What He Said")而里奧的律師似乎甚麼也沒做，只讓里奧親自為自己作辯。("Leo's Statement: "It's Hard to Speak my Heart..."")陪審團裁定里奧有罪，法官依例判處死刑。("Summation and Cakewalk")
第二幕
里奧上訴卻被駁回，眾人依然怒氣高漲。("It Goes On and On")正當里奧開始學習法律試圖自救之時，眾黑人們討論著如果他不是猶太人的話里奧的下場會否有改變。("A Rumblin' and a Rollin'")露絲為了救里奧決定接受伯列特訪問，並成功說服了里奧同意。("Do It Alone")她又在舞會上找到了約翰想替里奧翻案，("Pretty Music")而主審法官亦來信指此案亟須重新審理，("Letter to the Governor")約翰決定重開案件。里奧感到開朗了點，("This is Not Over Yet")果然在重新審問之下眾人的證供開始產生矛盾，尤其是占姆的。("Blues: Feel the Rain Fall")懷疑到他們都被曉爾事前教導過如何作證，約翰更改了對里奧的刑罰，由死刑轉至坐牢。
這項決定可惹惱了當地的人們，尤其是以屈臣為首的激進宗教分子("Where Will You Stand When the Flood Comes?")。這次騷動的規模大得足以讓約翰辭任地方官，並由曉爾接上。里奧和露絲到這時才發現對方對自己而言是多麼重要，("All the Wasted Time")下一步就是要把里奧從監牢中解放出來。然而，憤怒的人們卻快她一步，他們把里奧從牢中搶了出來，對他施行虐待，里奧卻寧死也不說自己有罪。("Sh'ma")結果他被眾人絞死，露絲悲慟的從政府那邊接受里奧生前戴著的結婚戒指，一個人努力的在這片土地生活下去。
