不死の新生物・亜人となった高校生・永井圭は亜人テロリスト・佐藤の策謀により当局に捕獲されるが、自力での脱出に成功、山村に潜伏した。佐藤は人類との全面対決を宣言し、市街地のビルに旅客機を墜落させ、現場に結集した警視庁特殊急襲部隊(SAT)を亜人の仲間達とともに殲滅した。全国に亜人の恐怖が蔓延する中、武装した村人達に追いたてられた圭は亜人の仲間・中野攻とともに村を脱出し佐藤への反撃を開始する!

不死のテロリスト・佐藤（さとう）たちの大規模テロにより、亜人の恐怖が全国に蔓延した。そんな中、亜人として全人類に追われつつ寒村に潜伏していた高校生・永井圭（ながい・けい）は、同朋の少年・中野攻（なかの・こう）とともに、佐藤を止めることを決意する。亜人管理委員会の戸崎（とさき）と手を組むことで、亜人研究の権威、オグラ・イクヤ博士に会い、下村泉（しもむら・いずみ）や管理委員会のメンバーとも関わることになった圭。激変する戦況の中で、佐藤との最終決戦が迫る！

不死のテロリスト・佐藤の凶行は第2ウェーブへと移行。亜人利権に浴する要人11人の暗殺を開始した。佐藤を止めるべく永井圭は亜人管理委員会の戸崎とその配下の戦闘集団と共闘することを決意。暗殺リスト11人のうち「フォージ安全」社長・甲斐敬一とその秘書・李奈緒美に狙いを絞り佐藤要撃を目指す。
