很久以前，那还是人类憧憬宇宙，满溢着开拓精神的时代。世界各国在太阳系各行星建设了新的都市，众多的人们在那里安定地度日。
在火星上建造的日本新都道府县之一，“第4东京都”。在这个都市的经济特区“雾科市”有着以航空宇宙事业闻名的超一流企业“雾科公司”。这个公司在各种领域扩展市场，也运营着名为“雾科科学技术学园”的私立学校。仅仅如此便已经很特殊了，但学园内还有着更加大放异彩的班级。白天在学园以学生身份努力学习，放学后以职员身份到公司上班，参与名为发展型试作火箭开发的重要项目。那就是“雾科公司先行技术开发部教育开发室”——通称“A-TEC”。
担任这个部门室长的年轻天才工程师濑良海斗，同时在学校还是A-TEC学生们的担任教师，被亲切（？）地称作热血火箭老师。
故事从转学生转入A-TEC开始。A-TEC迎来了新伙伴，但在前往火星的途中发生了转学生被绑架的事件。能渡过难关的只有自己这些人，如此判断的海斗与A-TEC的成员们一同，展开了前所未闻的救援作战——
