Lt. Kojak arrives in Budapest as a guest speaker for the 'International Crime Writers Conference'. Soon after he starts enjoying the pleasures that the city has to offer, he assists his old friends at the police department with a case. The case involves solving the murder of a noted scientist, unaware that a Mafia hit man and his female companion are targeting him.

十岁的威利是个淘气霸道的小男孩，不但经常欺负家里的小猫西西，还用弹弓打楼下的小麻雀。这下可激怒了老奶奶斯波琳娜，因为她就是大名鼎鼎的麻雀守护神。为了让威利吸取教训，斯波琳娜决定让威利也体验一下麻雀的生活。但梦幻喷雾似乎并不那么灵光，几经周折后，威利才变成了一只小麻雀。但因为梦幻喷雾不够了，他只成了一只不会飞的小麻雀。变成麻雀后，威利觉得周围的一切都不一样了。但新鲜劲还没过，威利就遭到了家里的“庞然大物”西西的攻击，谁让自己以前欺负过它呢。
被逼无奈，威利只得违背了对斯波琳娜的承诺，离开了房间。在麻雀群里，威利更是一个不会飞的怪物，所有的麻雀都欺负他。但威利凭借技巧打败了麻雀的首领莱德，获得了大家的尊重。老麻雀塞博觉得威利可怜，决定暂时收留他。并达成了协议，塞博将教会威利飞行，但威利也要教会他认字。虽然，他们时不时地就会遭到野猫们的袭击，但相处得还是十分愉快。
很快，威利就学会了飞行，还被其他麻雀邀请去谷仓。盛情难却，威利忘了塞博不准自己出去的警告，和其他麻雀一起飞了出去。谷仓虽然很具诱惑，但也十分危险，因为这里住着一只十分凶悍的大黑猫。这一次，麻雀们也遭到了它的袭击。还好关键时刻，威利救了大家，成为了大家心目中的英雄。塞博得知有一种知识速成药后十分生气，认为威利对自己有所保留。为了查明真相，威利尾随其后，发现所谓的知识速成药不过是老鼠们的谎言。
威利凭借着聪明才智成为了麻雀们的首领，但此时斯波琳娜找到了他，要把他变回人类。威利决定在临走前为大家做最后一件事，就是打败大黑猫，夺回谷仓。在威利的领导下，大家终于如愿以偿。好学的老麻雀塞博在老奶奶斯波琳娜的帮助下变成了人类，威利成为了新一任的麻雀守护神。
