Août 1942. En pleine occupation, le gouvernement de Vichy organise une rafle massive de Juifs étrangers. Gilbert Lesage, jeune fonctionnaire au Service Social des Étrangers, est chargé d’organiser une commission de criblage pour statuer sur le sort des Juifs arrêtés, tandis que l’abbé Alexandre Glasberg, humanitaire engagé, manœuvre pour les sauver.
