延曆13年(西元794年)桓武天皇遷都「平安京」,其地東有鴨川,西有山陰道,南有巨椋池,北有船岡山,是一塊「四神相應」的福地;所謂四神,指的是四方守護神,即東青龍、西白虎、南朱雀、北玄武。這就是今日的京都。
平安京仿照中國古都,將皇宮平安宮設置在北方,南邊開一道朱雀門,由此往南建造南北向的朱雀大路作為中軸線,將平安京分為東左京、西右京,建設東西十一條、南北十三條的棋盤狀道路。並以「条坊制」為基礎,畫分街區,形成「保」、「町」的區塊單位。之後,陸續興建鎮護國家的東寺與西寺,庶民百姓交易流通的東市與西市,貴族與平民接受教育的「大學寮」與「綜藝種智院」,甚至連亡者在郊區都有了安靈的墳地。
