平安京仿照中國古都，將皇宮平安宮設置在北方，南邊開一道朱雀門，由此往南建造南北向的朱雀大路作為中軸線，將平安京分為東左京、西右京，建設東西十一條、南北十三條的棋盤狀道路。並以「条坊制」為基礎，畫分街區，形成「保」、「町」的區塊單位。之後，陸續興建鎮護國家的東寺與西寺，庶民百姓交易流通的東市與西市，貴族與平民接受教育的「大學寮」與「綜藝種智院」，甚至連亡者在郊區都有了安靈的墳地。
