为了能够正确地阅读与写作，必须了解词汇，它们的意义和语法，也就是了解语言的 规律，要会正确地创作、弹奏和演唱音乐，必须了解音乐理论，因此，教授音乐理论的目的，道德是为创作乐曲或演奏乐曲作准备。
因为音乐是由许多各式各样的要素组织而成，音乐理论也就分为若干部分（课目） ：基本理论、和声、复调音乐、乐器法和曲式学。
基本理论是初级的音乐语法，它应当告诉学生有关许多极重要的音乐要素的有系统的知识，基本理论和苏联所有的音乐理论一样，是以在民间音乐和古典现实主义音乐中所形成的规律为基础的。
