Citizenship 2.0 focuses on an important yet overlooked dimension of globalization: the steady rise in the legitimacy and prevalence of dual citizenship. Demand for dual citizenship is particularly high in Latin America and Eastern Europe, where more than three million people have obtained a second citizenship from EU countries or the United States. Most citizenship seekers acquire EU citizenship by drawing on their ancestry or ethnic origin; others secure U.S. citizenship for their children by strategically planning their place of birth. Their aim is to gain a second, compensatory citizenship that would provide superior travel freedom, broader opportunities, an insurance policy, and even a status symbol.
Drawing on extensive interviews and fieldwork, Yossi Harpaz analyzes three cases: Israelis who acquire citizenship from European-origin countries such as Germany or Poland; Hungarian-speaking citizens of Serbia who obtain a second citizenship from Hungary (and, through it, EU citizenship); and Mexicans who give birth in the United States to secure American citizenship for their children. Harpaz reveals the growth of instrumental attitudes toward citizenship: individuals worldwide increasingly view nationality as rank within a global hierarchy rather than as a sanctified symbol of a unique national identity.

In the mid-1990s, experts predicted that India would face the world's biggest AIDS epidemic by 2000. Though a crisis at this scale never fully materialized, global public health institutions, donors, and the Indian state initiated a massive effort to prevent it. HIV prevention programs channeled billions of dollars toward those groups designated as at-risk—sex workers and men who have sex with men. At Risk captures this unique moment in which these criminalized and marginalized groups reinvented their "at-risk" categorization and became central players in the crisis response. The AIDS crisis created a contradictory, conditional, and temporary opening for sex-worker and LGBTIQ activists to renegotiate citizenship and to make demands on the state.
Working across India and Kenya, Gowri Vijayakumar provides a fine-grained account of the political struggles at the heart of the Indian AIDS response. These range from everyday articulations of sexual identity in activist organizations in Bangalore to new approaches to HIV prevention in Nairobi, where prevention strategies first introduced in India are adapted and circulate, as in the global AIDS field more broadly. Vijayakumar illuminates how the politics of gender, sexuality, and nationalism shape global crisis response. The 1793 British embassy to China, which led to Lord George Macartney’s fraught encounter with the Qianlong emperor, has often been viewed as a clash of cultures fueled by the East’s disinterest in the West. In The Perils of Interpreting, Henrietta Harrison presents a more nuanced picture, ingeniously shifting the historical lens to focus on Macartney’s two interpreters at that meeting—Li Zibiao and George Thomas Staunton. Who were these two men? How did they intervene in the exchanges that they mediated? And what did these exchanges mean for them? From Galway to Chengde, and from political intrigues to personal encounters, Harrison reassesses a pivotal moment in British-China relations. She shows that there were Chinese who were familiar with the West, but growing tensions endangered those who embraced both cultures and would eventually culminate in the Opium Wars.
Harrison demonstrates that the Qing court’s ignorance about the British did not simply happen, but was manufactured through the repression of cultural go-betweens like Li and Staunton. She traces Li’s influence as Macartney’s interpreter, the pressures Li faced in China as a result, and his later years in hiding. Staunton interpreted successfully for the British East India Company in Canton, but as Chinese anger grew against British imperial expansion in South Asia, he was compelled to flee to England. Harrison contends that in silencing expert voices, the Qing court missed an opportunity to gain insights that might have prevented a losing conflict with Britain.
