Arguing that demographic thought begins not with quantification but in attempts to control the qualities of people, Human Empire traces two transformations spanning the early modern period. First was the emergence of population as an object of governance through a series of engagements in sixteenth- and seventeenth-century England, Ireland, and colonial North America, influenced by humanist policy, reason of state, and natural philosophy, and culminating in the creation of political arithmetic. Second was the debate during the long eighteenth century over the locus and limits of demographic agency, as church, civil society, and private projects sought to mobilize and manipulate different marginalized and racialized groups – and as American colonists offered their own visions of imperial demography. This innovative, engaging study examines the emergence of population as an object of knowledge and governance and connects the history of demographic ideas with their early modern intellectual, political, and colonial contexts.

Trading Power traces the successes and failures of a generation of German political leaders as the Bonn Republic emerged as a substantial force in European, Atlantic, and world affairs. Over the course of the 1960s and 1970s, West Germans relinquished many trappings of hard power, most notably nuclear weapons, and learned to leverage their economic power instead. Obsessed with stability and growth, Bonn governments battled inflation in ways that enhanced the international position of the Deutsche Mark while upending the international monetary system. Germany's remarkable export achievements exerted a strong hold on the Soviet bloc, forming the basis for a new Ostpolitik under Willy Brandt. Through much trial and error, the Federal Republic learned how to find a balance among key Western allies, and in the mid-1970s Helmut Schmidt ensured Germany's centrality to institutions such as the European Council and the G-7 – the newly emergent leadership structures of the West.

How were state formation and early modern politics shaped by the state's proclaimed obligation to domestic welfare? Drawing on a wide range of historical scholarship and primary sources, this book demonstrates that a public interest-based discourse of state legitimation was common to early modern England, Japan, and China. This normative platform served as a shared basis on which state and society could negotiate and collaborate over how to attain good governance through providing public goods such as famine relief and infrastructural facilities. The terms of state legitimacy opened a limited yet significant political space for the ruled. Through petitioning and protests, subordinates could demand that the state fulfil its publicly proclaimed duty and redress welfare grievances. Conflicts among diverse dimensions of public interest mobilized cross-regional and cross-sectoral collective petitions; justified by the same norms of state legitimacy, these petitions called for fundamental political reforms and transformed the nature of politics.

At the turn of the twentieth century, the US system of public finance underwent a dramatic transformation. The late nineteenth-century regime of indirect, hidden, partisan, and regressive taxes was eclipsed in the early twentieth century by a direct, transparent, professionally administered, and progressive tax system. In Making the American Fiscal State, Ajay K. Mehrotra uncovers the contested roots and paradoxical consequences of this fundamental shift in American tax law and policy. He argues that the move toward a regime of direct and graduated taxation marked the emergence of a new fiscal polity - a new form of statecraft that was guided not simply by the functional need for greater revenue but by broader social concerns about economic justice, civic identity, bureaucratic capacity, and public power. Between the end of Reconstruction and the onset of the Great Depression, the intellectual, legal, and administrative foundations of the modern fiscal state first took shape. This book explains how and why this new fiscal polity came to be.

There is a widespread concern that, in some parts of the world, governments are unable to exercise effective authority. When governments fail, more sinister forces thrive: warlords, arms smugglers, narcotics enterprises, kidnap gangs, terrorist networks, armed militias. Why do governments fail? This book explores an old idea that has returned to prominence: that authority, effectiveness, accountability and responsiveness is closely related to the ways in which governments are financed. It matters that governments tax their citizens rather than live from oil revenues and foreign aid, and it matters how they tax them. Taxation stimulates demands for representation, and an effective revenue authority is the central pillar of state capacity. Using case studies from Africa, Asia, Eastern Europe and Latin America, this book presents and evaluates these arguments, updates theories derived from European history in the light of conditions in contemporary poorer countries, and draws conclusions for policy-makers.

Utilising archives in mainland China, Taiwan, Japan and the USA, Nagatomi Hirayama examines the pivotal role of the Chinese Youth Party in China in the transformative years 1918-51. Tracing the party's birth in 1923 during the May Fourth movement, its revolutionary path to the late 1930s, and its de-radicalization in the 1940s, Hirayama discusses the emergence of the Chinese Youth Party as a robust revolutionary movement on the right, characterized by its cultural conservatism, political intellectualism, and national socialism. Although its history is relatively unknown, Hirayama argues that the Chinese Youth Party represented a serious competitor to the Chinese Communist Party and Guomindang, and proved to be of particular significance during World War II and China's Civil War. Shedding light on the ideas and practices of the Chinese Youth Party provides a significant lens through which to view the Chinese radical right in the first half of the twentieth century.
