帝国压力来自内外两个层面 ：在内，帝国的扩张、发展与维持会冲击核心区既有的社会、文化与经济形态，从而破坏本地的政治平衡。在外，近代环境下，核心区对边缘区的统治不能只是简单地以军事优势为基础的统治，而必须有一定的法理基础 ；过去那种上下统治关系，必须以“群群关系”替代，而此群群关系自然也对帝国的适应能力提出了挑战。
为了应对帝国压力，帝国会在正式/非正式、吸纳/隔离两个维度上移动，以此来避免或减弱帝国压力。
帝国可以选择一个正式或者非正式的制度框架，这决定了帝国是否有一个等级式的集中控制体制，帝国中心与属地之间的政治关系是否得到明确说明，权责划分是否明确，边缘属地的官员是由中央指定还是地方产生，以及，在非正式管道层面，中央—属地政府官员之间的交往是重在协商一致还是依靠律令。
