帝国压力来自内外两个层面 :在内,帝国的扩张、发展与维持会冲击核心区既有的社会、文化与经济形态,从而破坏本地的政治平衡。在外,近代环境下,核心区对边缘区的统治不能只是简单地以军事优势为基础的统治,而必须有一定的法理基础 ;过去那种上下统治关系,必须以“群群关系”替代,而此群群关系自然也对帝国的适应能力提出了挑战。
为了应对帝国压力,帝国会在正式/非正式、吸纳/隔离两个维度上移动,以此来避免或减弱帝国压力。
帝国可以选择一个正式或者非正式的制度框架,这决定了帝国是否有一个等级式的集中控制体制,帝国中心与属地之间的政治关系是否得到明确说明,权责划分是否明确,边缘属地的官员是由中央指定还是地方产生,以及,在非正式管道层面,中央—属地政府官员之间的交往是重在协商一致还是依靠律令。
此外,帝国的本部人群对待属地人民也可以持两种态度。一种是“内外有别”,将属地的人民与本部的人民分别看待 ;另一种则不做此区分,赋予所有人群以统一的政治公民身份(或认为他们有资格获得此身份)。前者是一种政治隔离,后者则有吸纳/同化的含义。
