张大民一家搬进了新居，房子虽说好了，可没有了往日清晨的宁静与温馨。左邻右合装修的噪音实在是令人苦不堪言。
乔迁新居的人们都在谈装修，大民的岳母李大妈拿出自己的全部积蓄，谁知外表憨厚的装修工头竟是个大骗子，李大妈心疼钱财卧病不起。大民只得略施小计，以自己的钱顶上，却闹得里外不是人。
楼上王科长家装修得豪华气派，可卫生间漏水，大民一家进卫生间就得穿雨衣。看见邻居青年把家装修得像沙漠，启发大民把自家漆成蓝色的海洋，妻子云芳有天天泡在海里的感觉。
儿子小树就要考高中，为了能考上重点高中，大民省吃俭用让孩子学吹小号，为的是考特长生，可999中偏偏又不招特长生了。
房子要装修，孩子考高中要托人，考了会计证的云芳得不到聘用，下岗的大民当了送水工，生活就是那么琐碎，那么无奈。
大民用自己的乐观去面对这一切，终于好人有好报，房子装修好了，云芳当上了会计，儿子的事托上了人。大民当选，当上了居委会主任，这回，他想不贫嘴都不行了，做这个工作就得贫嘴。
