In 1949, at the end of a long period of wars, one of the biggest challenges facing leaders of the new People’s Republic of China was how much they did not know. The government of one of the world’s largest nations was committed to fundamentally reengineering its society and economy via socialist planning while having almost no reliable statistical data about their own country. Making It Count is the history of efforts to resolve this “crisis in counting.” Drawing on a wealth of sources culled from China, India, and the United States, Arunabh Ghosh explores the choices made by political leaders, statisticians, academics, statistical workers, and even literary figures in attempts to know the nation through numbers.
Ghosh shows that early reliance on Soviet-inspired methods of exhaustive enumeration became increasingly untenable in China by the mid-1950s. Unprecedented and unexpected exchanges with Indian statisticians followed, as the Chinese sought to learn about the then-exciting new technology of random sampling. These developments were overtaken by the tumult of the Great Leap Forward (1958–61), when probabilistic and exhaustive methods were rejected and statistics was refashioned into an ethnographic enterprise. By acknowledging Soviet and Indian influences, Ghosh not only revises existing models of Cold War science but also globalizes wider developments in the history of statistics and data.
Anchored in debates about statistics and its relationship to state building, Making It Count offers fresh perspectives on China’s transition to socialism.

The exceptional weakness of the American labor movement has often been attributed to the successful resistance of American employers to unionization and collective bargaining. However, the ideology deployed against labor's efforts to organize at the grassroots level has received less attention. In Citizen Employers, Jeffrey Haydu compares the very different employer attitudes and experiences that guided labor-capital relations in two American cities, Cincinnati and San Francisco, in the period between the Civil War and World War I. His account puts these attitudes and experiences into the larger framework of capitalist class formation and businessmen's collective identities.
Cincinnati and San Francisco saw dramatically different developments in businessmen's class alignments, civic identities, and approach to unions. In Cincinnati, manufacturing and commercial interests joined together in a variety of civic organizations and business clubs. These organizations helped members overcome their conflicts and identify their interests with the good of the municipal community. That pervasive ideology of "business citizenship" provided much of the rationale for opposing unions. In sharp contrast, San Francisco's businessmen remained divided among themselves, opted to side with white labor against the Chinese, and advocated treating both unions and business organizations as legitimate units of economic and municipal governance.
Citizen Employers closely examines the reasons why these two bourgeoisies, located in comparable cities in the same country at the same time, differed so radically in their degree of unity and in their attitudes toward labor unions, and how their views would ultimately converge and harden against labor by the 1920s. With its nuanced depiction of civic ideology and class formation and its application of social movement theory to economic elites, this book offers a new way to look at employer attitudes toward unions and collective bargaining. That new approach, Haydu argues, is equally applicable to understanding challenges facing the American labor movement today.

In the United States, public talk about charity for the poor is highly moralistic, even in our era of welfare reform. But how do we understand the actual experience of caring for the poor? This study looks at the front lines of volunteer involvement with the poor and homeless to assess what volunteer work means for those who do it. Rebecca Allahyari profiles volunteers at two charities - Loaves & Fishes and The Salvation Army - to show how they think about themselves and their work, providing new ways for discussing charity and morality. Allahyari explores these agencies' differing ideological orientations and the raced, classed, and gendered contexts they provide volunteers for doing charitable work. Drawing on participant observation, intensive interviewing, and content analysis of organizational publications, she looks in particular at the process of self-improvement for these volunteers. This book addresses the long-standing puzzle of how China's private sector manages to grow without secure property rights, and proposes a new theory of selective property rights to explain this phenomenon. Drawing on rich empirical evidence including in-depth interviews, a unique national survey of private entrepreneurs, two original national audit experiments and secondary sources, Professor Yue Hou shows that private entrepreneurs in China actively seek opportunities within formal institutions to advance their business interests. By securing seats in the local legislatures, entrepreneurs use their political capital to deter local officials from demanding bribes, ad hoc taxes, and other types of informal payments. In doing so they create a system of selective, individualized, and predictable property rights. This system of selective property rights is key to understanding the private sector growth in the absence of the rule of law.
