These four conceptual and critical essays on state and society in contemporary China argue vigorously against the grain of prevailing scholarly interpretation. In substantive content, they explore two major themes from different historical and theoretical points of departure.
First, the author argues that the party/state under Mao fell far short of the full control over China's peasant society that outside observers often assumed it had achieved. She shows, instead, how the Maoist state frequently pursued policies that in fact had the ironic effect of strengthening the resistance of rural communities against the central political apparatus. Second, she contends that once the true limitations on the Maoist state's power in rural areas are rightly understood, it becomes clear that one effect of the post-Mao economic and political reforms may be to enhance rather than to diminish the state's authority in the countryside — despite all the reformists' rhetoric to the contrary.
These essays on "how to think about the Chinese state" are designed to stimulate debate about assumptions and methods in the field of Chinese political analysis. The controversies they raise, however, make them highly relevant to scholars outside Chinese studies who are interested in theories of the state, in the interrelations of state and society, and in the fate of the peasantry under socialism.

Moral reform movements claiming to protect children began to emerge in the United States over a century ago, most notably when Anthony Comstock and his supporters crusaded to restrict the circulation of contraception, information on the sexual rights of women, and 'obscene' art and literature. Much of their rhetoric influences debates on issues surrounding children and sexuality today. Drawing on Victorian accounts of pregnant girls, prostitutes, Free Lovers, and others deemed 'immoral', Nicola Beisel argues that rhetoric about the moral corruption of children speaks to an ongoing parental concern: that children will fail to replicate or exceed their parents' social position. The rhetoric of morality, she maintains, is more than symbolic and goes beyond efforts to control mass behavior. For the Victorians, it tapped into the fear that their own children could fall prey to vice and ultimately live in disgrace. In a rare analysis of Anthony Comstock's crusade with the New York and New England Societies for the Suppression of Vice, Beisel examines how the reformer worked on the anxieties of the upper classes. One tactic was to link moral corruption with the flood of immigrants, which succeeded in New York and Boston, where minorities posed a political threat to the upper classes. Showing how a moral crusade can bring a society's diffuse anxieties to focus on specific sources, Beisel offers a fresh theoretical approach to moral reform movements.

Scientists, activists, state officials, NGOs, and others increasingly claim to speak and act on behalf of “humanity.” The remarkable array of circumstances in which humanity is invoked testifies to the category’s universal purchase. Yet what exactly does it mean to govern, fight, and care in the name of humanity? In this timely collection, leading anthropologists and cultural critics grapple with that question, examining configurations of humanity in relation to biotechnologies, the natural environment, and humanitarianism and human rights. From the global pharmaceutical industry, to forest conservation, to international criminal tribunals, the domains they analyze highlight the diversity of spaces and scales at which humanity is articulated.
The editors argue that ideas about humanity find concrete expression in the governing work that operationalizes those ideas to produce order, prosperity, and security. As a site of governance, humanity appears as both an object of care and a source of anxiety. Assertions that humanity is being threatened, whether by environmental catastrophe or political upheaval, provide a justification for the elaboration of new governing techniques. At the same time, humanity itself is identified as a threat (to nature, to nation, to global peace) which governance must contain. These apparently contradictory understandings of the relation of threat to the category of humanity coexist and remain in tension, helping to maintain the dynamic co-production of governance and humanity.
